Batavia, IL – On December 17, 2024, during the regularly scheduled Batavia Park Board of Commissioners Meeting, Williams Architects presented the Park Board and Staff with an innovative conceptual master plan aimed at preserving and transforming the beloved Harold Hall Quarry Beach. This multi-generational, year-round facility plan was developed through a year-and-a-half planning process that began in 2023. The plan analyzes the current structures, explores new programming opportunities, and incorporates valuable stakeholder input. The Park District commissioned Williams Architects to create the master plan as part of a broader initiative to prioritize the future repair, maintenance and development of properties located at the Hall Quarry Beach. In addition, a facilities condition assessment conducted during this process will help determine which areas of the Hall Quarry Beach require repair, preservation or replacement. While the Board of Commissioners approved the concept plan, this approval does not authorize the start of the project itself. Board President Patrick Callahan shared his thoughts on the plan, "It is a master plan concept. It is the very beginning of having ideas on a page that will ultimately evolve into whatever direction we choose later.” In response to future changes made to the plan, Callahan stated, “These are the amenities that the staff and designers have crafted based on community input. These options are the best for the Quarry Beach renovations in a phased approach moving forward.” Key elements of the Hall Quarry Beach Master Plan Concept include: Conversion of the facility for year-round use Preservation of historic Works Progress Administration (WPA) structures on-site Retention of the nostalgic Batavia charm Incorporation of nature-based themes across the campus with the addition of play structures Facility improvements, including the addition of: Temperature controlled ice skating/roller skating ribbon Multi-age splash pad High-ropes course Boardwalk to host special events Fitness area Rental and programming rooms Expanded beach area with additional seating Updated and enhanced water features in both shallow and deep water areas Creation of a shade pavilion Increased indoor and outdoor programming options The estimated cost for fully implementing the conceptual plan ranges in price, depending on market conditions and the timing of any future phases. As this concept plan was just released, the district does not have a funding plan for it but will evaluate and may pursue individual features on a case-by-case basis.
